I have seen examples of finger masks made using paper plates, clay, cardboard and paper maché.
Knowing your students I suggest you select the method or methods, you think they will encourage their creative exploration the most.
My personal preference is to let students determine what type of materials they would like to use and to offer them the opportunity to experiment with how they can work with or incorporate the materials they wish to work with.
